However, not all orgs make a profit. As someone trying to set up a business, I now see how that some companies barely make enough to pay their managers/owners and pay all their costs. Orgs not paying interns should have to demonstrate that they can't pay and that if their circs change, they must pay interns. But this rule shouldn't make life difficult for poor companies.
